A Mysterious Tent

While visiting Niagara Falls, JEHOE, Jillian, Zosia, Ryder and Brack looked down from the walkway to the elevator and saw where the Maid of the Mist boats dock to allow passengers to depart and then new passengers to board. As shown in the picture below, the visitors preparing to board the boat first walk along a path that leads them away from the dock and towards a mysterious white tent. After exiting, they turn back and walk toward the waiting boat. Why do they follow this circuitous path? What could be the purpose of this mysterious tent?
